People will simply have to apply for their Burmese python permit , I doubt that natcon will deny permits for the majority of Burmese python keepers in the country , because thye would then be throwing thousands of Rands away.

Nobody is going to abide the new law if it does get passed which will not happen because of the jobs that are going to be lost and also the revenue generated through the pet industry each year ... pretty much impossible for them to do what they want to do

By law you are supposed to release a snake within a 20km radius of where it is originally found, but I am sure that if you really intend to go to a reserve close by and speak to the right people it should not be to much of a hassle , as long as it is in a 20 km radius otherwise you will stand riskin...
