I have found the flexwatt blankets to give the exact same amount of heat off, the foil pads temperature gradients differ from one to the next. It is important to have the same temps especially in a rack system.

Marine ply wood is a better option, seal it with a lead free varnish, melamine always seems to swell eventually.

In my experience rainy weather does help, I mist my pairs when it rains and very seldom does it not result in a lock, we're also lucky here in the Western Cape....Winter is our rainy season. Wash the rat and try and get off most of the scent, dry it off and then rub it down with "used mouse sawdust/litter". You can slowly "scent less" and eventually it should take rats. I agree with Aaron, smaller rats are better at first.
