The authorities said they would look at new applications in a favourable light. That is "red tape speak" for "we have no scientific proof that they will become invasive despite what we said before".
They are also aware that these animals are being kept illegally and I am sure they would prefer them all to be kept legally. If you approached them and asked Dr Baard how he would feel about importing beardies into the province you might get a favourable response. With a mature responsible request to the correct authorities or negotiations by a body representing the herpers you may actually get somewhere.
It is easier to ask for forgiveness than permission.
Those who are afraid to ask are ashamed of learning.
