LadySphinx the one big problem with your desire is that there is without a doubt a much bigger demand for exotic reptiles than indigenous reptiles. The numbers being removed from the wild for local "consumption" are so low the reptiles are definitely not under threat.
The smuggling of dwarf adders for example is a whole different story and will not be solved with your suggestion in the short or medium term in any case.
We have only a handful of snakes that make good captive animals (the Brown house snake being the most obvious) and these are fairly well established in the pet trade. Even common snakes like molesnakes and skaapstekers are not being bred and not because nobody is trying but the babies are a nightmare to raise.
Your ideas are sound and should be applauded however reality dictates that this is not where the threat to reptiles lies.
It is easier to ask for forgiveness than permission.
Those who are afraid to ask are ashamed of learning.
