From the picture i dont know if the cham is flaring or not but the gulular pouch looks very swollen?
I have had two chameleons with tongue infections in the past (looks like that in the pic), just a word of caution....
Open the chams mouth and look to see if there is any redness or cheesy mass on the tongue indicating an infection. If there is an infection start a flagallate anti-biotic course for a week (see a vet).
If the chams cage is misted and kept in a cold environment even for short periods of time the cham can get respiratory infection.
These two alements i am refering to as from the swollen gulular pouch you can assume the cham might have an sickness, you also say its not eating.
