Just do a search for "dimmer", there should be a lot of info already on this site.

I havn't tried it but I'm sure you can. Heat mats do not draw nearly as much as a lightbulb would providing you don't load the circuit with too many heat mats connected in parallel.

The swithes used for controlling ceiling fans in classrooms use to work well for adjusting incandescent bulbs.
If I'm gonna be an old, lonely man, I'm gonna need a thing, you know, a hook, like that guy on the subway who eats his own face. So I figure I'll be Crazy Man with a Snake, y'know. Crazy Snake Man. And I'll get more snakes, call them my babies, kids won't walk past my place, they will run. "Run away from Crazy Snake Man, " they'll shout!”
