I have been looking for water resistant heaters. My question is will these be safe to use in an reptile cage.

They do have one for pets. (cats and dogs)

Silicone based cables are already used in the pet trade for heat cables. I would use again, depending on the type of setup I end up doing.
I had them many moons ago, using a brand I can no longer remember, they lasted well and were reliable, in my case at least.

I cannot speak for China based stuff like your link.

So the question to ask is what type of setup are looking at doing or already have in place that you would use these?

Are you placing inside or outside of caging?
Tub or actual Vivarium type?
