Predator, with the laws slowly changing, things will change soon, but KZN has always been a bit of a loophole.
Example: I stay in KZN and collect WC specimen in KZN (or other provinces) and the animals become part of my collection in KZN. Then a friend in, for instance, Gauteng says he wants my WC animals. I can then apply for a transport/export permit for the WC animal because they are legal in KZN.
Then my mate in Gauteng simply takes that transport/export permit to NAtCon in Gauteng and gets his permit. Easy as that.
This is how things have been done for years. This is also how WC animals are exported to other countries.
